10. APPROVE FEMA COMMUNITY PARTNER MEMORANDUM OF AGREEMENT -- Consider discussing and approving Federal Emergency Management Agency Community Partner Memorandum of Agreement regarding the development and production of an updated, digital flood map for the City.

CONSIDER DRAFTING A POLICY THAT WOULD REQUIRE THE CITY MANAGER TO OBTAIN PRIOR APPROVAL FROM COUNCIL BEFORE INCURRING CERTAIN CITY ATTORNEY EXPENSES FOR LEGAL OPINIONS -- Consider discussing the need for a policy that would require majority approval by Council prior to the City Manager forwarding requests for legal opinions to the City Attorney or the Attorney General or outside legal counsel for which the cost of such services could reasonably be expected to exceed a predetermined amount, individually or in aggregate, by a member of Council, the Mayor or a citizen or a citizens’ group. Such policy will not be applicable to the City Manager’s own discretionary use of the City Attorney or other outside legal services required in the day-to-day management of the City. The purpose of this policy is not to deter legitimate use of legal services, but rather to prevent abuse and prevent a single individual or group from running up exorbitant and unnecessary Agenda, April 27, 2010 Regular Council Meeting Page 4 legal costs that must be paid by our citizens. CONSIDER IMPLEMENTING A POLICY THAT WOULD REQUIRE ELECTED OFFICIALS TO GET PRIOR APPROVAL FROM COUNCIL BEFORE INCURRING REIMBURSABLE TRAVEL EXPENSES -- Consider discussing the need for a policy that would require all members of Council and the Mayor to present travel plans to the Council for approval 60 days in advance of such travel. Also consider: 1) reimbursement limits on official travel expenses; 2) a requirement that transportation be limited to the most economical form of transportation available; 3) establishing maximum amounts that may be reimbursed for lodging, food and other expenses; and, 4) eliminating mileage reimbursements for travel within 150 miles of Richland Hills. Review historical travel expenses paid by the City for travel by elected officials (within the area and outside of the area) and the value to the City and it’s citizens for such expenditures.
